From 1 September 2026 Scalable Capital charges a flat €1.99 per order on Xetra and gettex, on both plans. XTB S.A. charges 0% up to €100,000 of monthly turnover. On manual orders that is not close. On automated plans the two are level, and Scalable’s plan engine is the better one. What decides it for a German investor is whether you buy manually or through a plan — and whether you want your tax withheld for you.

That is what confirms real shares and ETFs are available here, and it is the entity every XTB figure on this page describes.

Scalable Capital Bank GmbH is a German bank in Munich, authorised by BaFin and supervised by BaFin and the Deutsche Bundesbank. Germany is its home market, and automatic withholding, the Freistellungsauftrag and the annual Jahressteuerbescheinigung are German-resident features — which is the single biggest reason a German investor picks it.

Reading this from outside Germany? XTB is not one broker. XTB S.A. offers real stocks, ETFs, Fractional Rights and Investment Plans. XTB Limited (Cyprus) offers none of them — only CFDs, options and spot crypto, confirmed by the structural absence of any organised market instruments section anywhere in its fee table. XTB publishes no routing table showing which EEA state is assigned to which entity, and a Dutch IP was served a Cyprus assignment in August 2026. The real cost of each broker

The September repricing changed the shape of this comparison. It is no longer a question of finding a break-even point, because there is not one to find.

There is no PRIME+ break-even any more

Until 31 August 2026, PRIME+ made orders of €250 or more free on gettex, so the €4.99 subscription paid for itself somewhere around five or six trades a month. That derogation lapsed. From 1 September the Kategorie 2 price applies to both plans equally: €1.99 on Xetra and €1.99 on gettex, FREE and PRIME+ alike, at any order size.

Twelve manual orders a year cost €23.88 on either plan. On PRIME+ they cost €23.88 plus €59.88 of subscription. PRIME+ never wins on commission at any trade count. It is now a feature purchase — the reduced crypto spread, the cheaper Instant and Credit rates, the five-bank cash distribution and the platform extras.

Against XTB S.A. at 0% commission, Scalable does not compete on manual orders at any frequency. Where it does compete, and competes well, is the savings plan leg — and the September change left that untouched.

A third Scalable plan exists in the contract. Scalable’s binding client documents price a PRIME broker plan at €2.99 per month, or €35.88 per year billed annually in advance, with the unexpired part refunded pro rata on switching or cancelling but only on written request. PRIME appears neither on the public fee page nor in the in-app plan switcher, and no Scalable source states whether it can still be held or by whom.

Four charges neither headline mentions

XTB — the conversion can run twice

The headline is 0.5%. Where XTB quotes no direct rate between your account currency and the instrument currency, it converts first into USD and then into the target, applying 0.5% of the mid rate at each step. A two-leg conversion costs 0.5% twice. Holding an account in the currency you actually buy in avoids it entirely.

XTB — 30% withheld on US dividends

XTB clients’ shares sit on an omnibus account. The bank designated as withholding taxpayer does not know the identity or tax residence of XTB’s clients, so it cannot apply a double tax treaty and must use the highest rate local law allows. XTB names 30% for US listings, 35% for Czech and 35% for Portuguese. A W-8BEN route elsewhere often gives 15%.

Scalable — an FX markup with no published size

Buying EUR-denominated UCITS ETFs on German venues avoids conversion on the trade itself. Foreign-currency turnover does not escape: Scalable’s contract converts at the prevailing rate plus a surcharge or minus a discount, and the conversion may be performed by Scalable or by an intermediate custodian. The size is published nowhere. Treat any zero-FX claim about Scalable as wrong.

Scalable — crypto plans are not free

Savings plans execute at €0 with one exception. Crypto ETPs carry a spread surcharge of 0.99% on FREE and 0.69% on PRIME+ on every execution, plan executions included, and it applies to every instrument tracking a cryptocurrency, ETPs, ETCs and ETNs alike. Funds carry their own surcharge of up to 5% on every leg under the contract, against a €0 front-end load on the fee page — an unresolved contradiction, so treat Scalable funds as not established to be free.

CFD risk warning. XTB offers CFDs alongside real investing, in the same platform. XTB’s own website states that 74% of retail investor accounts lose money when trading CFDs with this provider. CFDs are complex instruments and carry a high risk of rapid loss through leverage. Nothing on this page is a recommendation to trade them.

Both cost nothing to run. What differs is what they can hold and how finely you can schedule them.

The Scalable plan mechanics worth knowing before you set one up
  • A new plan or a change to one needs five banking days before the next execution date to take effect
  • Amounts are allocated to six decimal places and rounded down, so a small residue of each contribution stays as cash
  • Scalable reserves the rate from your cash balance first and falls back to a direct debit from the reference account; reserved cash is not spendable
  • A returned direct debit locks the plan until the payment method is corrected in the plan summary
  • Execution timing depends on tradability and available balance, and Scalable states in the contract that it cannot be guaranteed
  • Where a plan can execute on only one venue, your order is contractually deemed to include an instruction to use that venue — and a client venue instruction is precisely the condition under which the best-execution duty is discharged by following it

Fractional shares and uninvested money

Both restrict fractionals — differently

XTB Fractional Rights are not direct ownership. They are a fiduciary right to part of an instrument, held under a trust agreement with XTB. You cannot trade or transfer them to anyone else and you cannot move them to another account, which blocks an in-specie transfer out. Exercising voting rights on them is a charged service at €50.

Scalable fractionals cannot be bought directly at all. They arise only inside savings plans, are periodically consolidated back into whole units, and route to the European Investor Exchange. A position containing fractions can be sold, but an individual fraction cannot — the entire position has to go.

Cash: one pays automatically, one needs you to move it

Scalable pays 2.60% p.a. on unlimited cash in the Overnight account, on both plans, calculated daily and paid monthly. It is a separate account with its own IBAN and real-time internal transfers, and it only pays if you actively deposit into it. Cash sitting in the broker clearing account earns 0%.

XTB pays on free funds automatically with no minimum or maximum balance, accruing daily and credited within five working days of month end. But XTB resets the rate weekly under its terms of business, tiers it by assets under management, and it differs by entity and currency. There is no single XTB rate to quote — read the current one on XTB’s interest page before you rely on it.

Where Scalable’s deposit protection actually sits. The five-bank structure attaches to the Overnight account, not to broker cash. On PRIME+, balances are distributed across Scalable and four partner banks for up to five times €100,000 of statutory cover, with voluntary-scheme cover above that. Without PRIME+, cash sits with banks carrying the €100,000 statutory guarantee or in qualifying money market funds under UCITS investor protection rules. Scalable states plainly that either limb can also be the sole safekeeping method — any client’s balance may sit entirely at one bank or one fund. The four partner banks are Deutsche Bank AG, HSBC Continental Europe S.A., Münchener Hypothekenbank eG and Norddeutsche Landesbank Girozentrale.

Regulation, protection and who files your tax return

Protection schemes cover different things at each broker. They are not a like-for-like number, and any page presenting them as one is telling you something false.

The operational difference, and it is the big one. Scalable’s own banking licence means the Freistellungsauftrag is applied, tax is withheld and remitted to the Finanzamt, and an annual certificate arrives, normally by the end of April. With XTB you file an Anlage KAP yourself every year. This is not a detail — it affects every year you hold, rather than only the year you sell.
Two contract clauses worth reading before you commit. Scalable’s client documents state that trust credit balances are held separately from Scalable’s own funds but are not segregated from each other, and that the client agrees Scalable may keep inducements it receives, expressly contracting out of the default rule that would require them to be handed over. Closing a Scalable account also requires the securities account to be empty first, with base fees continuing and liquidation costs borne by the customer until it is.

The honest bottom line

This used to be close. It is not any more, and the reason is the September repricing rather than anything either broker did to improve. If you buy manually, XTB S.A. wins on cost outright — zero commission against €1.99 an order, at every frequency, on either Scalable plan. No amount of PRIME+ subscription changes that, because PRIME+ no longer reduces the order fee.

If you buy only through plans, the cost argument disappears entirely — both execute at €0 — and the decision moves to the plan engine and the tax handling, where Scalable is clearly ahead. A German investor contributing monthly and never placing a manual order is choosing Scalable on flexibility and on never thinking about a tax return, not on price.

For most German investors the honest answer is that this is not really a cost decision any more. It is a decision about whether you want a tax return handled for you and a plan engine that schedules to the day, or zero commission and a real trading platform with the paperwork left on your desk. Both are defensible. Neither is expensive.

Is XTB or Scalable Capital cheaper for EU ETF investing?

It depends entirely on whether you buy manually or through a plan. On manual orders XTB is cheaper at any frequency: 0% commission up to €100,000 of cumulative monthly turnover, against a flat €1.99 per order at Scalable Capital on Xetra and gettex from 1 September 2026. That €1.99 applies on both the FREE and the PRIME+ plan, so there is no trade count at which the €4.99 PRIME+ subscription pays for itself on commission. On automated plans the two are level: XTB Investment Plans and Scalable savings plans both execute at €0. The comparison only holds if your XTB account sits with XTB S.A., because XTB Limited (Cyprus) offers no real shares or ETFs at all.

Which XTB entity will I get, and why does it matter?

XTB is not one broker. XTB S.A. is regulated by the KNF in Poland and offers real stocks, ETFs, Fractional Rights and Investment Plans. XTB Limited (Cyprus) is regulated by CySEC and offers none of them — only CFDs, options and spot crypto, which is confirmed by the structural absence of any organised market instruments section from the Cyprus fee tables. Germany and Poland route to XTB S.A. XTB publishes no routing table for other EEA states, and a Dutch IP has been served a Cyprus assignment. Does Scalable Capital automatically handle German taxes?

Yes, for clients taxable in Germany. Scalable Capital Bank GmbH applies the Freistellungsauftrag, capped at €1,000 for an individual and €2,000 jointly, withholds 25% Kapitalertragsteuer plus the 5.5% solidarity surcharge and church tax where applicable, and issues an annual Jahressteuerbescheinigung, normally by the end of April. Outside Germany, Scalable states that it may commission a report of tax-relevant income at no additional charge, but it does not withhold and gives no warranty as to content. XTB does not withhold for EU clients, and its own client documents describe no annual tax pack — treat XTB as a declaratory broker in every EU country.

Can I buy fractional shares at both XTB and Scalable Capital?

Both offer fractional exposure and both restrict it, in different ways. XTB Fractional Rights are a fiduciary right held under a trust agreement with XTB rather than direct ownership. They cannot be traded or transferred to anyone else and cannot be moved to another account, which blocks any in-specie transfer out. Scalable Capital does not offer fractional shares on manual orders at all — fractional positions arise only inside savings plans from €1, they route to the European Investor Exchange, and an individual fraction cannot be sold on its own. The whole position must be liquidated to exit.

How does cash interest compare between XTB and Scalable Capital?

Scalable Capital pays 2.60% p.a. on its Overnight account, on unlimited cash, on both plans, calculated daily and paid monthly. Cash left in the broker clearing account earns 0%, so the money has to be actively moved into the Overnight account to earn anything. XTB pays interest automatically on uninvested funds with no minimum or maximum balance, but XTB sets the rate weekly under its terms of business, tiers it by assets under management, and it differs by entity and by account currency. XTB publishes the current rate on its interest page, which is the only reliable place to read it. Both rates are variable.

Which broker has better savings plan options?

Scalable Capital, on flexibility. Savings plans start at €1, execute at €0 on both plans, run across five intervals on nine selectable days of the month, cover ETFs, shares, crypto ETPs and funds, and carry an optional inflation uplift of 2%, 3%, 5% or 8% applied pro rata after each execution. XTB Investment Plans are also free to run with no management or custody fee, and up to ten can run at once, but they hold ETFs only, they can be created only in the XTB mobile app, and XTB gives two different answers on the minimum: its UK FAQ states there is no single lower limit because it depends on the ETFs in the plan, while its international page states 15 USD or the account-currency equivalent.

Is my money safe with XTB or Scalable Capital?

Both are regulated in the EEA and both segregate client assets, but the protections cover different things and are not directly comparable. Scalable Capital Bank GmbH is authorised by BaFin and supervised by BaFin and the Deutsche Bundesbank. Cash carries the German statutory deposit guarantee of €100,000 per bank, extended on PRIME+ to up to 5 × €100,000 across Scalable and four partner banks — though a balance may also sit entirely with one bank or one money market fund. Securities are held in collective safe custody at Clearstream where the client acquires co-ownership, which is a different mechanism from deposit insurance. XTB S.A. is regulated by the KNF in Poland and is listed on the Warsaw Stock Exchange. XTB does not state an investor compensation figure in any of its fee tables, so do not rely on a number you have read elsewhere.
